Ontario Legislature All Party Cycling Caucus

1. Purpose

The All-Party Cycling Caucus is a non-partisan forum for Members of Provincial Parliament (MPPs) from all political parties to come together in support of cycling as a vital component of Ontario’s transportation, health, environmental, and economic strategies. The Caucus aims to foster dialogue, share perspectives, and promote collaborative action to advance cycling infrastructure, safety, and culture across the province.

    A) Vision:  More people cycling in Ontario, more often.

      B) Mission:  To use their role as Parliamentarians to promote all forms of cycling.

       

      2. Objectives

      The Caucus will:

         

          • 🤝 Promote cross-party collaboration on cycling-related issues

          • 🚲 Advocate for policies that support safe, accessible, and equitable cycling for all Ontarians

          • 🏙️ Encourage investment in cycling infrastructure and active transportation networks

          • 🌱 Highlight the environmental, health, and economic development through tourism, and affordability benefits of cycling

          • 📣 Provide a unified voice to amplify cycling priorities within the Legislature

          • 🧠 Facilitate knowledge exchange with stakeholders, experts, and community advocates

          • 🚲 Review research evidence and current best practice, the extent and success of implementation, and develop recommendations resulting in changes to government policy and practice at the provincial and federal level, based on these findings

        3. Guiding Principles

        The Caucus operates on the following principles:

           

            • 🟦 Non-Partisanship: Members engage respectfully across party lines, focusing on shared values and common goals.

            • 🟢 Inclusivity: All MPPs are welcome to participate, regardless of political affiliation or cycling experience.

            • 🟨 Collaboration: The Caucus seeks consensus and shared understanding, not competition or division.

            • 🟧 Evidence-Based: Discussions and recommendations are informed by data, research, and lived experience.

          4. Membership

          Membership is open to all sitting MPPs who support the aims of the Caucus. Members may join at any time. A Chair or Co-Chairs may be selected by consensus to facilitate meetings and represent the Caucus externally.

          The current Co-Chairs are Mary Margaret McMahon, MPP (Beaches East York) and Mike Schreiner, MPP (Guelph)

          5. Activities

          The Caucus may:

             

              • Host regular meetings to discuss cycling-related issues and opportunities

              • Organize events, briefings, or site visits with stakeholders and experts

              • Develop joint statements or letters to support cycling initiatives

              • Collaborate with municipal leaders, advocacy groups, and provincial ministries

              • Celebrate cycling milestones and promote public awareness

            In addition, members are encouraged to attend the annual Ontario Bike Summit (OBS), organized by the Share the Road Cycling Coalition.

            The OBS is Canada’s largest cycling conference. The annual event brings together thought leaders and decision makers, advocates, elected officials as well as staff in all three levels of government to discuss solutions for enhancing cycling in municipalities across the province.

            6. Administration

            The Caucus is informal and does not have legislative authority or budgetary powers. Administrative support may be provided by volunteer staff from participating offices as well as the Caucus’ leading sponsor, the Share the Road Cycling Coalition. Meeting frequency and format will be determined by members.

            The Caucus’ lead partner is the Share the Road Cycling Coalition, Ontario’s provincial cycling advocacy and policy organization. The Share Coalition will leverage its knowledge, skills and abilities, along with its provincial network of municipal cycling partners, advocates and organizations, to assist Caucus members with the work and administration of the Caucus in support of its Vision, Mission and Objectives.
